Follow tedurer's advice, it is very good. My only disagreement is too many points spent on unit upgrades, but the units are right.

Ignore most of the other posts. Following them will make you unhappy later :(

Eldar are leaps and bounds ahead of Necrons, currently, in terms of competitiveness. The issue that they have is that they really only have four units worth taking (Jetseer Council, Dire Avengers, Fire Dragons, Fire Prisms), and as such are really due for a re-write to their codex also.

You only need one strategy in 40k to be successful. Make them roll the dice.
Even the weakest of units in the Eldar inventory can do that... Swooping hawks on a doomed unit? Pain!
