I don't think he was using Catachans in this tournament; it's just part of the prior history with this particular player.
Even if he was using Catachans in this one, if it's allowed by the TO is no reason to dock his sports. Doing that reaks of TFG.

Or....he brought Catachans the day of the tourney, knowing they were not legal, and then the TO caved and told him he could play anyway rather than deal with an upset player or some other reason.

Regardless, allowed by TO means it's unsportsmanlike to dock his sports scores for taking it.

If you look at Blackmoor's opponent's list, it's clearly the latest Imperial Guard codex. Blackmoor was referring to an earlier incident.
