against the other vehicles, they're just expensive missile launchers; damaging russes and raiders on 4+ is certainly a desirable thing, but at the end of the day you still need 3 brightlance hits (meaning ~5 actual brightlances depending on BS) to average a penetrating hit. At that point, your AV14 targets should be getting acquainted with fire dragons in my opinion.
Nothing more effective than vanishing entire 10-man marine squads with AP3- large blasts; like, say, a leman russ, a soulgrinder's phlegm, or a defiler's battle cannon. explode the rhino (not just wreck) so they get out where the vehicle was, then dust 'em. Watching a marine player give you a funny look, then scoop an entire tac squad without rolling any dice is just classic. Unless it's me doing the scooping, then it's a horrible unsportsmanlike thing to do to another human being.

An exploded transport leaves a crater giving cover saves to its surviving occupants... so they would be getting 4+ saves in the situation you described. A barrage of small blasts from multiple Frag missiles, or better yet a Thunderfire Cannon, will do what you are describing far better than any single large blast, low AP weapon, as it will force a lot more saves on the unit.

Not really. Eldar can't take them in enough numbers or cheap like Dark Eldar can. Lance weapons have such a low chance to destroying AV12 that you need to take them in mass number for them to be really worth it. Luckily Eldar have Fire Dragons

In the DoW pc games I always HATED the Brightlance cannon.
Somehow not even a Tau railgun instils that sudden feeling your unit is going to be very very dead as when you spot a Fire Prism...

QFT, nothing drops a SM squad like making them roll for saves. Power armor is great, but if you make them roll they will fail.

SOME will fail Acaston. Only very few weapons can fell a whole 10 man squad of marines. And of those weapons most of them are either long range (which means they are subject to a very lucky directional dice) or they're close ranged, which means the unit firing is probably going to get assaulted the next turn.
And one thing you don't want is a Fearless squad of angry space marines assaulting you cause you put them under half strength.
