As far as the insanely open-ended question goes, sure. Campaigns and prior information go a long way.
Random game=Forgeworld rules?
Issues.

The Downloads section is one of the casualties of the website move - it will be back, apparently.
Page 31, IA:Apoc 2 (latest rules for death storm, lucius pattern etc) shows both Inertial Guidance AND Assault vehicle rules, and *specifically* states that the dreadnought can assault the turn it arrives.

I have a friend who buys alot of this army from Forge World. I allowed him to use the Blight Drones they are slightly OP but not insanely.
But his new Vultures on the other hand are quite OP, TL Punisher cannons are a bit extreme. Alot of the forge world rules unbalance the game but if it's a friendly game I don't really care, and feel bad if I don't allow him to field his over priced models

(and where can I find that update? I checked FW and couldn't find it)
They've not put them back onto the new website yet so I put them on mediafire - thread here http://www.dakkadakka.com/dakkaforum/posts/list/290096.page#1498439
Lucius pattern drop pod - special rules:
Intertial Guidance System
Immobile
Drop Pod Assault
Assault Vehicle
I don't agree about the vultures - a valk with no transport capacity and without scout armed with a heavy bolter and a twin-linked punisher cannon for 155 points.
It can kill 9 orks or 4 marines a turn assuming they don't have cover. TBH, I would describe that as okay.
10 points less gets you a valk with multi-laser, heavy bolters and missile pods which'll kill around 7 orks or 3 marines but can also scout and deliver infantry and be scoring by having a scoring unit embarked.
They are brilliant models though!

Are these the complete rules, or amendments to the official book? Just flicking through it: "The Cyclops is remote controlled. It may move to within 1" of an enemy model in the Movement phase." Would give it unlimited movement. That said, it only explodes when it reaches its 'target', so who knows when that'll be... Also, more on topic, yes I would. It is a friendly game! Do what you want. If it's not fun, don't do it again!

Where are the rules located?
Are they in the codex? No, so it's not for Normal Games. It's that simple.
QFT.
If you allow that then you have to allow other Imperial Armor items. (Baneblades, Marauders, Fighta Bombas. . .)
That's a straw-man argument, and I think you know it.
Allowing one unit entry doesn't then open the flood-gates to hell, the lid off pandora's box, the eye of terror etc.
The question is "Would you play against Blight Drones?".
My answer : I don't remember what they do, but I don't recall them being over the top. I probably would, and outside of them having AV 14, D weapons or other similarly ridiculous attributes I wouldn't have a problem.

Actually, baneblades and marauders are war machines so they can't be taken in a normal (non- apoc) FOC. Fight Bombas are a heavy support choice so they could be. Automatically Appended Next Post: Soup and a roll wrote:

They're the complete rules. The cyclops is a vehicle so it follows the usual rules for vehicle movement rates. However, it has an exception to the 1" rule so it can drive right up to an enemy unit.

That'd be a pretty good army theme song. I still think the best one was the monolith that played "I get knocked down. But I get up again. Oh, you never gonna keep me down...."
