Ah, hah, I somehow didn't notice that was from the INAT. He mentioned that the unit thing was FAQ'd by GW, so I thought that was from a GW FAQ as well.

I would go with Wings & Lance everytime. Even if the dread is riding shotgun in a Stormraven the ability to move as jump infantry with a dreadnaught can be huge. Seeing how popular is mech the Lance is a great shooting attack & at times you should be able to target more than one vehicle. Preferred Enemy is nice but I would just rely upon WS6, it is what it is. Lance just makes the dreadnaught much more versatile.

That said, against non-Guard armies, it is certainly not the best option in the elite slots, nor the best option for a psyker. For my Space Wolves, blood talon Furiosos, terminators with sanguinary priests, and regular librarians with Shield and Unleash Rage are far more annoying.
I don't think that you can actually take frag cannons on librarian dreadnoughts (that would be WAY too overpowering). FAQ says that Furious libbys cant take extra wargear. store guy at my local GW store confirmed this.

I'd take blood lance if I'm going to pod the libby. Dropping them on the edge of a parking lot, and then rolling decently for range means a lot of side armor shots, and dictates the enemy's movement next turn because they're going to need to gtfo away from that serious threat.

That's a really good idea, especially if your opponent lets you use a dreadnought drop-pod and you charge out of it.
