I typically sand & drybrush my bases, which means if I did these at the end there would be a chance of accidentally drybrushing my models' feets.
If I mess up when painting the feet, fair enough. It's not that likely, as I like to drybrush quickly but I try to be more careful when using 'normal' painting techniques (ie not drybrushing, wetblending etc - just taking a paint and applying as normal) and there's no way I would ever put enough paint on a model for it to drip, so it's the safest way overall as far as I'm concerned.

I assemble the model, then base 'em.
After that it's time to start painting the little guys. Primer is first then, then i do the base coat on the whole model, which includes the base.
Then it's time for the rest of the paint, and then finally seal the little buggers.

Glue the legs to the base before I go anywhere near the rest of the model, once the models built, prepaid the base, spray then paint,
Any model is always easier to make if you glue the legs to the base first

My method differs for flying bases and 60mm bases, where i glue the main body to the base, decorate, prime and then paint that mother UP.
Quick tip: For painting black-primed sand, use a large brush and slop on Graveyard Earth into every nook and cranny, wait until it dries, then use a normal load of Tausept Ochre, allow for drying, then drybrush with Bleached Bone.
S'good.

I don't put sand or texture on my bases, my DE have a swirling, irregular sort of purple effect (it involves batches of wet paint, dripping, and watercolour style blending and looks like an utter pooled mess until dry, at which point it normally looks cool and the dodgy ones go under rank and file).
This makes it damned hard to do after the model is glue on. So all non-slotted base models are painted separately to the base. Occasionally with metal models I'll need to come back and greenstuff a gap under a foot and then paint that afterwards, carefully, but that is mostly touchups.
Slotted bases have to have the model glued in before painting because I'll need to greenstuff the gaps (see 'lack of texture to hide them' above). Then I'm counting on the fact slotted bases are usually intricate character models that sprawl a lot to hide the fact the base is less detailed.

glue the fig and base together.... paint the fig.... paint/flock the base.... then seal. stuff invariable drips or hits the base while painting or my painted fingers touch it leaving a mark so i leave it for last. doing the base last gives me something to hold on without fear of damaging the work already done.

It seriously depends on the model in question for me. For Example: If it is a Standard horde model, SM or other easy to assemble (almost no details a obscured by other parts) model then it is: Glue Minature->Glue Minature to Base->Prime->Basecoat->Painting Details->Wash (sometimes more than once)->Final Highlights (can be several layers of Highlights)-> Ard Coat->add details to the base. If it has a large Back pack or Two seperate details (my Winged Chaos Sorcerer and Warg Chieften) I leave some parts seperate to paint before gluing. In the case of my Fallen sorcerer I assemled the SM body without the pegasus wings and Backpack. Painted the model up first then painted the backpack and wings. Let them dry then attached them to the body. Applied the Final Highlights then Sealed the model with Ard Coat. For my chieften I painted the Warg and the Victim seperately befor gluing.
