Daemon Gifts aren't Psyker Powers (it even says so in the codex). I don't know anything that can stop them, unless it's in like Daemonhunters or something and it would have to specifically say Daemonic Gifts.

Psykers tap into the Warp to use their powers. Those guys tap into themselves. They don't need to make a test to use them.

Ah, yeah, I was thinking of their psychic hoods. But in any case I guess they would force 2 or 3 rolls on all saves. That would be a drag.

Eldar Wraithzilla.

T6, 3+ save troops
T6, 3+ save elites that can hide in a waveserpent, Avatar and fortuneseer/eldrad (maybe with a council?) for HQ
and 3 Wraithlords (T8, 3 wounds, 3+ save) for HS
Throw in a sprinkling of warlocks for 5+ coversaves here and there, and you have one tough army.

Meh, it sucks when you are outnumbered 10:1

You need something that can stand up to plasma cannons etc... I can't think of anything except for necrons with a ressurection orb. =(

10 wraithguard with spiritseer (conceal) joined by Farseer (fortune and mind war) and Yriel. Oh with 1-3 wraithlords walking behind them.

My other half actually uses this set-up, and it works surprisingly well.

The wraithguard are T6 with a 3+ save and a 5+ cover. Fortune lets you re-roll all failed saves.
The wraithlords are T8 with a 3+ save and a 4+ cover (wraithguard are tall enough to provide cover saves)
Mind war will take care of nasty powerfists from segeants and similar (just watch out for termies)
Yriel is a perfect distraction, charge him out of the unit and he has 5 WS7 attacks that always wound on 2+ and ignore saves, or he can use his eye of wrath to create a S6 AP3 pie plate. Alternatively keep him in the unit to provide more punch (as if 20 S5 attacks on the charge wasn't enough)
The wraithlords have brightlance/EML for ranged anti-tank, the EML plasma missile doubling as anti-infantry. With each lord eqiupped with 2 flamers thats some pretty nice anti-horde for close range.
And if you let the wraithguard get close to you... those wraithcannons can pen any vehicle on a 5+ or glance on a 3+, and they would anything on a 2+ (and its AP2 or 1, can't remember)

That, as a whole is one tough cookie especially if the Eldar player uses proper target allocation and takes out the most threatening things to this unit. And if you avoid them... then your not getting their KP's and the lords can still get some KP's with ranged fire. In an objective game, the guard are scoring, so avoiding them might not be such a good idea as completely spread out in a line they can reach 34.7, claiming 2 objectives will not be a problem even with several casualties.

If the OP meant units, not models, not numbers of wounds, and not points cost, I would say BA TH/SS Termies with a sanguinary priest in a Land Raider. 2+/3++ FNP models protected by AV 14/14/14 is pretty tough to kill for one unit.
Still, the same amount of points spent on Orks/Guardsmen in cover would still be tougher to kill, the problem is just to find enough cover...

Whoever it was who said you can't take TH/SS termies as troops, I'm afraid you're wrong. Vanilla marines yes, you are right, but SW have Logan Grimnar, who makes wolf guard into troops, and those same wolf guard can take TDA w/ TH/SS, + LR...
