I'd say you are right on both counts. Isn't it in Gunheads, where they describe the Mechanicus' Children servitors? This was among the most disturbing I've seen in a WH40K novel so far.

The 'construction' of servitors differs from planet to planet or varies according to demand. But this is certainly not the case for Cherubs.

I think the situation would be the same as during the industrial revolution: The children of the upper and the very small middle class will have an ok life, with good and healthy food, medicine, and even fun, even if education will certainly be much stricter then in our time. The 90+ percent of children born to the lower classes won't have a very good life: Little or no health care, bad and often not enough food, no or very little education, quite certainly long ad hard workshift from an early age on (10-12 years mostl, in some places possibly even younger). Many will be orphaned early, either because of war, bad health and dangerous working conditions throughout the worker and peasant classes and probably have a life expectancy of around 40 years tops. Add high criminal rates among the lower classes, drug and alcohol abuse running rampant and add a fanatic and dangerous ecclesarchy pressing their own thumb down on everone. Fun, that ain't.

Servitors are basically lobotomized people. Their pre-frontal cortex being replaced with much more obediant cybernetics.

Servo-skulls are when an Inquisitor or even a high-ranking Administratum official is very fond of one of his menials upon his death takes his cranium and fills it up with anti-grav cybernetics and whatnot. His secretary's flying skull reminds him of the good work he did.
