Leman Russ definately had psykic abilities....where he was a full blown psyker...i'm not so sure...but he had to have some sort of power to beat Magnus.

Yeah, he had psychic power, but I think it mostly just amplified his brute strength and protected him from sorcery.

He did have some, albeit likely subconscious, affect warp-wise. In A Thousand Sons, his psychic howl was pretty potent against the Thousand Sons Marines, and other, less skilled psykers. I'm not sure if it affected humans that weren't at all psykers, though.

Russ hated Sorcery, and Horus convinced Russ that the Emprah had told him to go kill Magnus for practicing sorcery against his will.

Oh, well then, that's why the Emperor dispersed the Librarians to the ranks at the council of Nikea and forbade the use of psychic powers, because sorcery is so unlike the exercise of psychic power.

It's not the same thing, since sorcery involves recruiting warp entities to do the heavy lifting and psychic powers are the entity's own power of will, but then whether you're plowing a field with a hand-pick or ox-drawn plow you're plowing, and if you go around persecuting people for plowing, then you're still a hypocrite if you want to do it the old fashioned stone-age way (by hand, yourself) instead of using domesticated animals as machines to enhance your productivity, and hence your plowing power.

The Space Wolf (and Death Guard) position at the Council of Nikea, at least as presented in A Thousand Sons, didn't appear to recognise any distinction between the regular librarian psykers of the day and the daemon fuelled sorcery of the Thousand Sons. The Space Wolves however continued to maintain their own psykers-by-another-name, despite their legion being the biggest backer of the decision to ban them. Quite how the Space Wolves were able to maintain this ridiculous position without their heads exploding from hypocrisy I'll never know.

I hope that gets cleared up somewhat in Prospero Burns, but I have a feeling those wolves really think that their version of psychic powers are from a totally different source than the TSons. I kinda wished
