Keep in mind they were alleged horrible failures also, in the entire time the operation went on they seemed only to do things that they legally could have done in the open (such as the attempt at influencing politicians or business leaders). It's why they weren't accused of much beyond acting as a foreign agent and money laundering. It's suspected that they were doing intentionally poor jobs and enjoying the life of luxury their financial connection was giving them.

They should have just set up a lobbying group.
