I'm shocked there hasn't been any hate yet. While some people hate them because they don't like one army getting all the attention, there are some more rational reason to dislike UMs. I will explain what I can just to show it's not just everyone hating them to sound good on the internet (as some have suggested in other discussions).
Personally I just find them very boring, while most
SM have the same problem you can add in your own interesting changes if you like.

An average Ultramrine is a badass, make no mistake-they're truly loyal to the Imperium and the Emperor, and they do it without a 'reason'. They aren't motivated by an genetic deficiency, or the need to hunt traitors, or even the feeling of faliure-they simply do it because it's their duty too.
It's hard to relate to normal
SM. By adding in little problems they make them more human. The UM are perfect
SM (as most chapters are but we don't here about them), which means they follow every order to the word, just because they feel like they should. Mindless killing machines just aren't that entertaining. They have a lot of fluff but most of it is about how UM have killed every alien in the galaxy. For an interesting story the characters need to have depth and this is something a lot of people feel UMs lack. Ultramarines could be interesting but
GW never put them in the right situations. UM never have to make the hard decisions and always manage to come out looking like heroes. If you look at the primarchs almost all of them had to work hard to get their planet comfortable for the humans living their but not Guilliman. He was raised in a rich family and given an army to help improve the planet.
They aren't any more powerful than any other chapter we just hear about everything they do. Many of the great feats UMs have done couldn't realisicly be done with the limitations all
SM chapters have but they always manage to do it yet there is no reasonable explanation other than UM are just that cool. The Tyranids devour their way across many planets with the
IG and multiple chapters unable to stop them yet one chapter manages to destroy them without even loosing the planet.
UMs are meant to be very caring but really they don't. When the population of armageddon was sterilised and sent to work in labour camps it was Logan Grimnar who objected not Calgar. They fight for humanity but the average human means nothing to them. Ultramar is mean to be a very nice place to live but it's still part of the imperium and so is subject to imperial rule. With no rights and being under constant watch from the imperium it definately isn't a nice place to live.

WHAT!? I'm sorry, but Ultarmarines, boring? Surely there's some kind of mistake
Oh the colour scheme is definatley a good one. What I think many people have a problem with is seeing them everywhere. Everything will get boring if you see it enough times and this has been the fate of ultramarines. When everytime you walk into
GW and you see them on about half of the tables you start to wish for something new. Thousand sons have a very similar colour scheme but the change in models is a nice change. It may not also be that they look boring but also that they play boring.
40k has many races and is most enjoyable with a good variation in the games. When you play
SM all the time it does get very dull, especially because many armies are very similar (this is the fault of the staff who try and sell the people all the same thing).
