Actually, I think that they do...
When you roll for reserves, to see when they are placed onto the gameboard.

Even if a tervigon spawned in reserves, there would be no way for them to move onto the table. The rules for reserves say that you MUST declare all units in reserve. You cannot declare a unit that does not exist, and if you failed to declare it before the game starts the game breaks.

If the entry says "place models within x inches of the Tervigon" then I assume that it says something about models which cannot be placed being destroyed (or not created). Now based on this assumption and the fact that you can't place models near a unit in reserve, then they would be destroyed.

If my assumption of the rules is wrong please let me know. I will have to check the 'nid codex later.

You are correct. It is a requirement of creation that they be within 6 inches of the tervigon.

You roll for each unit in reserve at the start of your movement phase. Only if you make the reserve roll will those units have a movement phase.

Tervigons spawn before moving in the Tyranid movement phase.
Any that don't move onto the table won't have a movement phase, and so won't be able to spawn.
Any that do move onto the table have started moving in the movement phase, and so won't be able to spawn.
Any already on the table will have a movement phase, and so will be able to spawn before moving during that phase.

Similarly, units in reserve don't have shooting or assault phases and can't use abilities that specifically apply during those phases.

This is, of course, a hypothetical reason why some abilities work from off table and others don't.
-Tervigons require a movement phase to spawn, and so can't spawn while in reserve.
-Dante's Surgical Strike doesn't look for a specific phase to take effect, and so works while he's in reserve and targeting his Deep Strike.
