it seems to me like he waited a rather long time on Terra, what with making the Primarchs and the first full Legions of Space Marines there/on Luna before moving out into the greater galaxy...
Oh, and he had all resistance on Terra/in the Sol system basically annihilated even before that, I'm fairly certain.

Actually, he's correct. Heretically repugant yes, but still correct. Heretics are those who do not ackowledge or enjoy the Emperor's Will; traitors are those who have, but turned from it.
