The Emperor probably knew this. Maybe he even believed that that was what he should have done. So why didn't he? Why did he conquer as soon as he could and as fast as he could instead of slowly building up so he could build his power and Imperium to a true golden age?
it seems to me like he waited a rather long time on Terra, what with making the Primarchs and the first full Legions of Space Marines there/on Luna before moving out into the greater galaxy...
Oh, and he had all resistance on Terra/in the Sol system basically annihilated even before that, I'm fairly certain.
