As a guard player, the best CC is an artillery park directed barrage. Knives are for losers. Real men fight with artillery shells the size of cars!

Anywhere from insanely well crafted two-handed power swords, to massive power axes able to cut tanks in half in a single blow, to literal power flails that are capable of ripping apart an entire squad with a single swing.
A pity the in-game rules don't represent this huge range.

If the close combat weapon is open to a broader interpretation I vote
Eversor Assassins, even butt naked they are the most dangerous close combat weapon ever , you have to keep them i stasis in between missions as they are too dangerous to to be kept awake (see the Nemesis book)
