They totally still have their jet bikes and they totally still work, but the warp has changed and mutated the Jet-bikes. You can still field them though and they are an option in the CSM Codex; they are just Chaos space marine Bikes now.
Disclaimer: the Above is baseless in fluff and was only typed for humor.

yeah that seems to be the legit answer though, all the Imperial technology just slid backwards from the Heresy, maybe Chaos did too

Well that's all fine and dandy, but you still didn't give us Dreadclaw's, and I would love to use this, however the majority of the 40k community still uses rules published by a company known as Games Workshop. So if I want to play myself with made up rules, I'll just make up my own thank you.

Maybe CSMs just aren't that good with technology and aren't all that inventive in that regards. Iron Warriors included.

Actually, I do believe the Chaos Dreadnought's can use Dreadclaws in that 'dex, and if you really wanted you could just make a supplement to that 'dex and just say unit so and so and other unit so and so can use the Dreadclaw.
Besides, if you often play with a group of friends, then there shouldn't be any problems with using it.
Ah well, you can't please everyone.

There are rules for the Dreadclaw - as with the model they are from FW and can be found in Imperial Armour Apocalypse I.
Since the book is officially accepted by GW and the drop pod is neither Ultra Heavy nor in any other way overpowered, it shouldn't be any problem to use these rules (better ask your opponent before  ) I do think other units also have the option for the dreadclaw - but I'll have to look it up in the codex

At the moment, Chaos Marines cannot use anti-grav technology because they are keyed up for a lower-tech, more generalist approach to battle.
This is why they have the 'arms' on their backpacks (as they don't have fusion reactors), and have lost most of the extremely complicated technology.
Stormbolters, anti-grav technology and plasma cannons are hard for the loyalists to produce and maintain, and they are based on permanent worlds, presumably with good lines of supply. The traitors live at the fringes of the universe, on worlds where the normal laws of time and space may not apply, often without backup or respite. Because of this, their tech-level is lower (although they do have various factions which can produce higher tech kit).
As for renegades, they presumably have difficulties maintaining their technology without the help of the mechanicus, although if you do want land speeders and storm bolters, Codex: Space Marines allows you to represent a chapter that has recently turned.
As for whether this is really that fluffy, depends on the legion/renegade, but they are designed to be a change from the loyalist codices.
