I see attack bikes as being more useful than land speeders in a DOA list.
DOA lists can really throw an opponent off by not having a single unit with an AV. Adding a couple of AV10 targets will just attract a lot of autocannon/hive guard/multi laser/assault cannon fire that will quickly dispatch a land speeder. The primary advantage of making low AP mid str 5-Str7 weapons useless in the face of nothing but 3+ or better saves +FNP is negated by the presence of low AV vehicles. In the middle of a jump spam army attack bikes are far more survivable than land speeders for the following reasons.
1) FNP: 2 wounds with a 3+ save and FNP=tough to kill. Anything with a high enough str value to negate FNP and instant death an attack bike will absolutely rock a land speeder.
2) Most of the time it will have a 4+ cover save from jump infantry.
The main objection most DOA players have with attack bikes is that they can't deep strike, but I don't see that as a big deal. Land speeders gain no benefit from DOA, and are subject to standard 2D6" scatter. Attack bikes would instead need to come in from reserves and turbo boost into the range of a priest/cover from a squad, a lower risk strategy that offers MM on the next turn. They fit in fine with a DOA list, they just work a bit different than land speeders.
Last but not least sometimes DOA lists should start off on the table, and sometimes they should deep strike. It all depends on the type of army they are facing, terrain, mission type, and turn order. The loss of deep strike on a unit as fast as bikes just isn't a big deal.
