I'm just saying, her weapons are 12" range, better at 6". If you want to use her guns, you have to get up close. If you want to utilize her stealth fields, you need to stay back.

Totally disagree, if you can't play them well then it is the generals fault not the model/rules with Eldar. If you know HOW to use each individual phoenix lord, then they do ok-super, if you expect them to be a terminator and just stand there in the middle of the field killing anything and absorbing heaps of fire then you aren't playing eldar
For their points cost, they really do suck. I can get roughly the same value from a model 4 times cheaper.

And why should character rules equal fluff? Their fluff is quite often exception stupid and over the top, some of the dumbest pieces of fluff in the setting.
It's like those pieces of fluff that say half a dozen Marines can kill a thousand Orks in a single mission with nothing but their bolters and a bad attitude, even though they don't actually carry that much ammunition even if they manage a true one shot one kill ratio (which given the Orkoid physiology, they won't). The Orks would overwhelm easily them after taking a few dozen losses and rip them to shreds, but no, let's not make the Orks look like a viable threat, let's just try and spank off the marines.
Only instead of being a squad which at least have multiple people shooting and attacking at any given time and therefor even the slightest bit believable, it's a single character. There's badasses in literature, and then there's mary sue.

The people in the past who convinced themselves to do unspeakable things were no less human than you or I. They made their decisions; the only thing that prevents history from repeating itself is making different ones.

Ide say a bolter round could put down an ork quite nicely. Rember these are rocket propelled expolding bullets the size of a small drinks can.
Also Orks are pretty cowardly when separated, so if they split up groups of them, they would probably disperce.
