Anyway dark eldar are tier 3 because the "good armies" (barring demons) have long range power to make dark eldar cry. If they go frist against a good army, they lose 1/6 of the time to seizing, as has already been covered (r more depending if the opponent reserves). If they go 2nd they are almost forced to reserve, in which case they lose 50% of the time due to coming on piecemeal and having no reserve modifiers. So in theory dark eldar lose 58% of theirgames against top tier armies. That's not good... I know that's a very limited way of looking at things, but honestly there is no real other way to put it. They are too unbalanced in the fact that have next to n survivability to really compete.

What you seem to be doing is just math based conjecture. This is what most people online do. They just see the numbers and assume. What do I mean?
IG army takes all Autocannons, and Autocannons automatically destroy Raiders, hence, Dark Eldar are weaker than
IG.
That is a fallacy on so many levels. I can't tell you the amount of games I have played with the new codex where my Raiders survive the entire game due to multitude of tactical positioning and play. I can't tell you how many times entire shooting phases go by for my opponent where they miss everything or just roll 1's or 2's on my Raiders. I can't tell you the amount of games I pass my 4+ cover saves against 4 Lascannons, thus softening the amount of fire my other 6 Raiders and 3 Ravagers will take. Or the times when my FLickerfield save everything left and right when it counts.
Logically, I can do the same thing.
As a Dark Eldar player, at 1500 points I can field 34 Darklight weapons, and Darklight weapons automatically destroy 'any' Tank, thus, Dark Eldar always win.
You can't do this. I have had plenty of games where I fire, virtually, all 34 Darklight weapons at tanks and not blow a single one up.
When you boil the game down to just first turn shooting, and ignore mission objectives, outflanking, close combat wyches on turn 1, giant squads of 4++ beasts that take years to kill with large blasts weapons,
WWP delivery that makes the
DE army virtually immune to shooting for the first few turns, etc etc blah blah blah, you are making incorrect assumptions.
For me, and this is just me, I have zero problems fighting any
IG army with my Dark Eldar.
IG had its chance against
DE in 5th edition when
DE had the old codex, but not anymore.
Flickerfields are just that much of a game changer for the Dark Eldar.
Especially if you take both the Baron and Vect. You get something like a 85%ish chance to go first in any game. That is something
IG cannot prepare for pre game.
Of course, this is just my opinion based on my own experiences, so don't take it too seriously.
