Given that new example of option C, I have to say that that's an excellent example of a player with a reason to minimize contact with the new unit.

Yes, that is how I understand that the rules works.

As I wrote before, it is possible to game the regular assault rules so that you don't actually maximize the number of models in base contact. As such, why would it be surprising that the multiple assault rules can also be gamed?
