It has nothing to do with Horde's sales. These are just part of a Warmachine expansion. They've already announced the name of the following Hordes expansion and said their versions will be included in that.

If so, that's going to be fun. If not, then I imagine there's still playbalance/design

The height looks more or less right... it's just the bulk (or lack thereof) of the lower half that's a problem... and that's easily compensated for with some 'creative' basing. Mount him on a pile of rocks, and allow opponents to target his base elements as well as the model himself.
Allowing the targeting of basing elements is unnecessary.
Los is standardized by base size a la magic cylinder.

Yeah, that would technically work as well, but I would be reluctant to do it just for the one model. Not just for the inconsistency, but because I'm really not a fan of the magic cylinder approach. So just bulking his base out to give him more or less the same profile as a Monolith seems the best approach.

This is the only one of the extra big model releases for warmachine that in any ways tempts me. 90% sure I wont buy it on release, but better than 100% sure.

How would Siege get epic'd? Anything that tries to kill him has to deal with Cygnar's best solider. Going after Siege involves having to deal with a barrage of rockets, a grip of Defenders (dude handled like... 50 of them when he started the assault on Sul), and finally a pissed off Warcaster with a big ass hammer.
Siege, much like Gorton, will never go Epic simply because nothing can hurt him bad enough.

It does look cool, but the weight of the model resting on that tail on the base just seems like a horrible idea. I would be very worried of a break right there if I played Cryx.
And holy crap, 10 new 'Locks in the next Hordes book! I missed that part. I'm still getting used to my Legion force and catching up with old units and now I have new stuff to catch up with!
