For players, at the table? I don't think so. We each activate a unit in turn. Once all units are activated, one game turn is complete. Sure, you have to track which units you've activated--simple. Little Aquila chits or whatever with green on one side, red on the other. You flip them all to green when a "game turn" is complete, then flip each one to red after activation. Incredibly simple. And another thing for

Personally, I have three army lists, 1,500, 1,750, and 2,500 points. I enjoy playing them all, but, being Dark Angels, I kind of drop off after 1,750 points. the 2,500 pointer is harder to play with the current codex.
Which point level is the game closest to being TRUELY balanced at? If we give the benefit of the doubt to the rulebook, it's 1500, but as I've played most of my games at 500 and only one at 1500 and none above it I can't say from experience.
