This is an awfully broad question to ask. Some armies come into their own at certain points levels, some drop off with too many points. So, what are you really asking?

Personally, I have three army lists, 1,500, 1,750, and 2,500 points. I enjoy playing them all, but, being Dark Angels, I kind of drop off after 1,750 points. the 2,500 pointer is harder to play with the current codex.

For whom? For GW? Yeah, they'd have to re-write the game (which, if they're releasing another edition, I assume they're doing already).

For players, at the table? I don't think so. We each activate a unit in turn. Once all units are activated, one game turn is complete. Sure, you have to track which units you've activated--simple. Little Aquila chits or whatever with green on one side, red on the other. You flip them all to green when a "game turn" is complete, then flip each one to red after activation. Incredibly simple. And another thing for GW to sell.

Which point level is the game closest to being TRUELY balanced at? If we give the benefit of the doubt to the rulebook, it's 1500, but as I've played most of my games at 500 and only one at 1500 and none above it I can't say from experience.

Anywhere worth being

The one thing I find that I really dislike about 1500 points is that force multipliers are harder to justify. Perhaps others find this to be different, but hear me out.

With Ghazghkull, if you bring him at 1500, you'll lack points for enough Orks to benefit from his Waaagh!

With Vulkan, you won't have a ton of special weapons at 1500, and you really can't fit in those TH/SS Terminators easily.

Epidemius would just be out (even if you somehow run a mono-Nurgle list)

Hive Tyrants are hard to take at 1500.

Force Org modifying characters, such as Logan and Dante, become hard to justify.

And the list goes on. Perhaps if you're a special character hater that's a good thing, but I like being able to use them at 2000.

I think the 1850-2000 points games are the best.

Decent length games but not too long.

It becomes possible to run SC and justify their points cost. Also, seeing about half a company of marines on the table is awesome .
