Depends on your fluff as others have said. Some like to have everyone be the same, I personally don't care.

The fluff for my army is that they're the dregs of the IG, sent to die in the least hospitable places in the galaxy. One step up from the penal legions, they're composed of Catachans, Vostrons, Cadians, and these guys.

That said, there used to be Codexes for different IG legions, but not longer, unless you want to use forge world rules.

Also the Renegade IG codex, which is pretty damn cool.

There are also some modeling articles for the IG on their site, I found them pretty interesting for a read even though I don't play IG.
