I'm surprised nobody mentioned the special rule of SW that most applies to what you are looking for..

SW can take twice as much HQ choices than the FOC allows for. So in most games, you get 4 HQ choices to put on the table

So if you are looking for an army with characters, models you can focus on, etc., SW have a good advantage there ^^
