Smoke wasn't viable during a scout move until a FAQ made it so, how is this any different?

Because nowhere do the rules say it can't. Again, haven't seen a compelling argument. It is a type of move, thus it is able to be used in the Scout move. Simple enough.

Do you even know what an FaQ is? It gives answers on how rules work based on Frequently asked Questions. It can not by definition change rules or allow thinsg that weren't allowed before. they only clarify what is existing.

You answer your own question. How is this different. It isn't and thus as from what we've learnt from the Smoke Launcher FaQ that anything you do in the movement phase you can do in the scout move phase. Funnily just as it describes in the Scouts rule special rule...
