Go to a club or get some friends involved.

Set yourself a small army you wanna have completed, having a goal always helps me and if you don't play much, like myself dakka apears to be the place where people can help you build it.

And last, the big thing that keeps me painting is to show off what u've done. Not in a big headed way but a bit of praise from friends, relatives and especially people working in your LGS goes a long way. Pride in what I'm doing and as a new to everything 40k related seeing myself develope is the biggest driver

I've got a desk set up with what needs painting and all my paints and tools and my ipod, amazing how much you can get done with music playing.

I also find that playing a few games helps motivate me, if possible join a gaming club, get a few games under your belt and when you see the other guys armies all painted up you might find the inspiration you need to get your IG done

I like to assemble the unit or army that I'm going to work on and rank them up on the desk, I find it really satisfying when the painted minis start to outnumber the grey plastic ones!

I'm painting up my SMs to game grade, so I can get on with the Eldar I really want to play.

For me, I paint minis in parts, then assemble them.
So, an unpainted figure is not game-ready.

I don't have anything new to add since so many good suggestions have already been made, so I'll only emphasize the one I think was the best. I once read that a great way to stay motivated towards losing body fat is to sign up for a physique contest. In that regard, I agree with Kilkrazy in that the best way is to stay motivated is to sign up for an event where you expect to come up across other fully painted armies. To a lesser extent, I find that taking the time to play more games helps motivate me.
