The Captain-General is a Custodes, not an Astartes, he is superior in every way and loyal until the very end. What the Emperor commands, he executes.
True but he also commands the Custodes and I don't think they want to attack the Custodes who know everything the emperor ever commanded. But he would probably not let the Grey Knights do it. Probably he would do it himself. And then kill himself. Custodes are awesome.
This sounds very interesting.
Depends on if they believe the order or not. GKs would have a signed order from The Emperor himself but if the Custodes don't buy it you're going to have one hell of a fight between Grey Knights and Custodes!!!

The star child theory isn't hard to grasp, Big E dies and wakes up in 2001 space odyssey... or Dune. The problem is, from the inquistion war standpoint, NOTHING in that book happened.. no sqauts were not eaten by Tyranids, they NEVER existed in the current 40k fluff, so anything that happened from a sqauts perspective is not canon, as it never happened. As to the star child, I'm looking at 3rd now and cant find it? :(

I always thought of the Golden Throne as the same situation as in the movie Dogma. The throne keeps him 'alive' so he can project the astronomicon but for all intents and purposes it's imprisoned him in a mortal body.
Of course, if they switch him off and he doesn't come back... well then mankind is pretty much fethed.
Tough call.

The Terminus Decree is described as a box containing a set of instructions. It is said that an exact match to the seal on the box lies on the Golden Throne. It's therefore right to assume that the Emperor left with the Grey Knights a way to destroy, tamper or activate the Throne when all hope is lost for the Imperium. There are several theories as to what this command could be - 1) The scroll says how to deactivate the Throne which results in the final death of the Emperor. He is either finally dead, spelling the final doom of the Imperium, or he is reborn to lead humanity once more. If the latter would happen, the Grey Knights would probably use it as soon as possible. It's probably safe to assume that no one bar the Emperor and the Sigilite knew what it said, and that the Supreme Grand Master would not open the box until it was needed, so none of them knows what it does. 2) It gives instructions as to how to change the Throne into some form of Doomsday device using the Emperor as a psychic conduit to destroy the veil between worlds or kill all enemies near Terra, saving the rest of humanity. Any large conquering force would likely strike for Terra, this would be used as the ultimate sanction to destroy any terrible enemy gathered around the planet. 3) It gives instructions on how to activate the Webway portal that the Throne once was. This might release the Warp, again killing anything near Terra or channelling some power to or through the Emperor. This could be some massive super weapon that would destroy humanities enemies but would have knock-on effect on humans throughout the Galaxy. It may also be a method of regenerating the Emperor. The portal would be open however, releasing Daemons through the gate. The Grey Knights would need to be there with the Custodian Guard to defend the Emperor as he is regenerated. 4) It could be instructions to gather all the Sensei, and how to reunite them with the Emperors Soul adrift in the Warp. Again, since the Ordo Malleus are hell-bent in their deaths, the Grey Knights likely don't know what the instructions dictate. No matter what this Decree actually states, the Grey Knights would overrule any power like the High Lords. The Custodians would likely know about this already. I can speculate that since the Grey Knights have it, it has something to do with the Warp, The Chaos Pantheon, or just Daemons in general. They have not used it yet because the Emperor needed time to gather himself in the Warp, and that when he's ready, the sign will be obvious. Whatever it's effects it's the ultimate last resort, when the Imperium's armies have fallen and no other option is available this would likely save humanity if they were at the end. Any time before the end, when it's still surviving, would destroy the Imperium, further reinforcing that it has something to do with the death of the Emperor. Although the Grey Knights are charged with this last sanction, I firmly believe that in any possible end to the Imperium Commander Dante will be there with the Emperor as he has predicted. I believe that only he will be able to save or destroy the Imperium, and the Terminus Decree will be in his charge,.

the box is on Titan in Malcador's tomb.
its a simple procedure to take the box to Terra and activate it. the Custodians would naturally let the Gks pass.
if Terra was besieged, the GKs would likely take the box from Titan to Terra with them "just incase"...

Yes, it's possible that the box was given to Malcador by the Emperor for safe keeping before or during the Heresy or when the Golden Throne was finished. With Malcador's passing, he gifted it to the Grey Knights once they original 8 were gathered and sent into the Warp and before he had to leave for the Palace and take his seat on The Golden Throne temporarily.
If the final battle ever came, the Grey Knights would realise it was time to open the box, and send a detachment straight to Terra. Their duty to use it would supersede any higher authority, the High Lords, Inquisition, Custodians would likely not be able to stop them, both through ordering them or physically, as the only force capable of stopping them ( SM, Custodes) would never stand in the way of the Grey Knights.

Or it could be a joke. set down by the emperor to see how long it would take for them to open the box. "Hiya guys! I KNEW I WOULD CATCH YOU ONE DAY TRYING TO OPEN THIS BOX! By the way the real terminus creed is under the carpet in the imperial palace. But I caught you HA!"
On a more serious note it is likely just an order that turns off the golden throne, helk why did the golden throne all of a sudden have mechanical failure? Could this be related? Most Likely.
The Emperor probably knew that he was going to be stuck on a throne, and he probably wanted to think everything through. for 10,000 years.... So that when he returned he could save humanity.

Well, of the Terminus Decree is only NOW being introduced, and the faults have been known for longer, the relation ends at the fact that they have something to do with the Throne. Adding to this that its only to be used as a last resort, when all other options have been considered and used. Is humanity utterly defeated? Its armies scattered and there very existence on the brink? No. Plus, it's had faults in the past, just now it has faults that are beyond the Mechanicum's ability to fix. It wouldn't be very useful if Necrons were the final threat, but I agree that it does something to do with defeating humanity's enemies. If they were to activate it now, Emperor dead, Imperium fractures and is consumed. Activate it at the last moment, enemies dead, Imperium in a bad state anyway, they survivors have a chance.

The decree is a code that when inputed into the throne 2 pods come out and dramatically a light and smoke spills out as two massive figures step out. simoultaneously 20,000 similar pods do the same as the 2 legions are awoken beneath the throne. The order that terninus (ends) the 2 primarchs and their legions sleep/confinement

Well im thinking that the big E wanted the two legions for the end times.
I think its far more feasible for the 2 missing legions to just be back up legions rather than the whole galaxy wise super weapon god creating other theories.
I mean i dont care what enemy amasses on terra but 20+ chapters worth of marines and 2 living primarchs would be almost impossible to defeat unless the traitor primarchs themselves are involved
