Good advice from everyone so far. I've asked the same question and have had the same thing asked of me as well from younger cousins and hobby friends.
I'm currently in grad school (bear with me, there's a point to this) and married, so time to hobby is extremely rare. That being said, when I have time to hobby, being in the mood doesn't usually come into play- I either use the hour(s) or lose them completely. Or spend them watching movies/TV/going out with friends/family/dog, or playing video games.
A couple of tips that help me get through it-
1) Music- I've made general painting playlists with random music or super-specific (techno and acid tech for my 'nids, for example). It might be a bit time-consuming, but if you're picky about your music, chances are, your shuffle will work just as well until you've got 20-30 minutes to get a 2-hour playlist that pumps you up to paint/work-out/etc.
2)Like Ratius said, keep it small and make it habitual. The only thing I'd add to this would be to keep it varied. I've got 'nids waiting that will probably never get finished as I met my limit forcing myself to work on them to simply complete them for no given purpose.
And if you absolutely have near-zero motivation but want to get something done or started, get a bunch, get the base color, water it down, and lay down the multiple basecoats until it's smooth= you get a big chunk done, it's mindless as all hell and helps you think, and the finished mini will thank you for the smooth color you laid down.
