I also think the first Space Wolf novel is a good introduction because i acts like an origin story for Space Marines. The first Dark Angels book in the HH also does that. Besides that though you can't go wrong with Gaunts Ghosts.

I agree, the DoW games are exceptionally good at drawing people into the hobby and universe of 40k. GW got really lucky with that one. I have 3 friends who had never shown the slightest interest in 40k who played the first DoW and the expansions and loved the story line so much they all started 40k armies. Each one started a different faction too, one Space Marines, one Orks, one Necrons. So I guess if the person is into video games then DoW may be the way to go.
