They are high quality volunteer cannon fodder (by their own choice mind you) but not elite.
If we can't chose Kasrkin then i am going with Narmenian armour regiments.

At first glance yes but that's because they end up in the most horrible warzones because of thier eliteness. Cadians are so elite becasue they are skilled and drilled from birth to be soldiers. It's the same for the Death Korps. The munitorium views the Death Korps as second only to the Astartes in their ability to crack open inpenetrable warzones.

That's more likely because they are completely and utterly immune to losses in their own ranks as well as being relentless and ruthless. However there, AFAIK, aren't any particular selection criteria...

I think that standard trooper compared to standard trooper, Elysians are still the most elite. They don't even have conscripts because every Guardsman is exceptionally well trained and equipped before going into combat.
It even says in the blurb of all the IA:Elysian lists that the Elysians are "The elite" of the Imperial Guard. Doesn't say that about Cadians though!
Cadians are the MOST elite of ALL regiments of the Guard, and that's common knowledge. Elysians are elite PARATROOPERS, good for surgical strikes and capturing points, but useless when it comes to leading a war... ( wars are long thing, they are made for fast strikes and support ).

There's no selection criteria. They're born into the Korps (and bred for it), similiar to Cadians.

Vostoyans IMHO:
According to Vostroya's Offering of the First Born, the eldest son of every family must enlist in the Regiments. There are no exceptions to this law, which applies even to the Techtriarchs and the most noble families. For most Vostroyans, it is an honour to join the Firstborn, as great importance is attached to the payment of the debt owed to the Emperor millennia ago.6
Unlike other Imperial Guard regiments that are raised en-masse, the Firstborn get a steady flow of new recruits from their homeworld. As a result, the Firstborn regiments have existed unbroken since they were first created.6 This is not always easy to organize, but ensures that Vostroyan regiments maintain their highest potential, as well as ensuring there's a core of veteran warriors. One consequence of this method is that the Firstborn are considered a brotherhood of warriors and are proud to train the recruits according to their own exacting standards. Few Imperial Guard regiments have a stronger brotherly bond than the Vostroyans.
The Firstborn are trained in very difficult conditions among the ruined industrial areas of their homeworld.

"Existed unbroken" doesn't mean that those regiments have never been killed. They train the recruits to their own exacting standards.
I can't picture what makes the Cadian Guardsmen so elite?
Then you've not read much on them, I think.
There's a reason why Cadian Shock Troop Regiments are sought after for campaigns. And it's not because they look good in their uniforms.
Cadians train from the age of 8 years old to fight the wars of mankind. Their entire world is one giant fortress, and they've purposely altered worlds within their system so that they can train in a variety of circumstances.

As a fortress world, most of the population of Cadia is under arms, and most aspire to join the ranks of the Imperial Guard or the Cadian Interior Guard, Cadia's PDF. Cadia's militarization is such that most children learn military doctrine before they can walk, inspiring maxims such as: "any Cadian who can't field-strip his own lasgun by the age of 10 was born on the wrong planet" and "If the ammo ain't live, this ain't no Cadian practice". Cadian youth begin training in the Youth Armies, and eventually are inducted into the Whiteshields, where they fight alongside Cadian regiments and gain vital experience through actual combat. The best and most promising of the Youth Army cadets are selected for special training, eventually joining the elite Kasrkin. Nowhere does it say they are the most elite fighting force, or hint to it, besides them learning before they can walk, that does not mean they are elite, just prepared. I have heard of them being able to strip a lasgun at the age of 10 or whatever, but stripping a lasgun is different from fighting Also, not sure if you missed "Ensures then a core of veteran soldiers".

Other than the fact that they're recognized as "the most well-trained, well-disciplined, and the closest thing to an Astartes that a human being can come" by the Space Wolves, Ultramarines, Dark Angels, Black Templars, and Crimson Fists?

The quote is "Any Cadian who can't field-strip his own lasgun by age ten was born on the wrong planet".
You're also missing that the Youth Platoons engage in constant 'warfare' against each other, nonstop, at all points during the year. Many of them cut their teeth being deployed alongside of Cadia's Internal Guard during kill operations against groups of cultists operating on Cadia's surface.
If you have a copy of the "Codex: Eye of Terror", you'll want to read the anecdote on page 6. It's about a Commissar who'd served for years and then had to go back through Cadian indoctrination/physical training and the fact that it was easier than the stormtrooper training he'd had to undergo to become a Commissar.
They do that training to CADIAN CHILDREN. And the children thrive during it.
Also, not sure if you missed "Ensures then a core of veteran soldiers".
It ensures that the regiment is built around a core of veteran soldiers.
It doesn't mean that the regiment is entirely made up of veteran soldiers.

IG can actually have some pretty elite fighting units. I'd say Cadians prolly top it off though. Catas are pretty slick too though, tough call honestly.
