5 man squads have always worked for me. Plop them in cover and fire away, just plan for a loss or two per round starting on the second. Up until recently my army has revolved around the idea of fire support and counter-assault so they were by no means alone in hammering away at long range with other bigger threats lurking around (or just a second dev squad). if they're going to be by themselves, they will likely die pretty quick, but if you're opponent sees something with a greater psych imapct (vindi's for example) he won't be using as many shots against the devs in a building.

Well unless your facing a vehicle with A13 or better then MLs are generally fair at getting the job done.

As for devastators being worth their points, that's mostly a player-by-player decision. If you're going to use them then most of the standard (and arguably best, but certainly most widely-used) strategies have already been posted.
