If you want to play purely by the split hairs of the book, no, it does not mention altering bases, legally or otherwise. All it says it that models sold with bases must be glued to their bases. Flying stems for JETBIKES is not mentioned in the slightest.
As has been mentioned previously in this thread, the flight stem is a part of the base.
What is mentioned is modeling and conversions. They are encouraged by the company that makes the rules and models, so it is legal.
Again, this is false logic. Altering the rules is also encouraged by the company that makes the rules. That doesn't make your altered rules legal. It makes them something that you can use if you and your opponent choose to use them.
If it weren't, that would be like FIFA encouraging handballs and other illegal soccer stuff, then selling playing equipment to enable it.

And the result would be the same. You would be free to use your 'non-game-legal' soccer stuff at home with your friends, but it wouldn't be legal to use in any 'official' game.
