I always imagined that an Elysian Special Character would be a force multiplier and grant the army or at least one unit the ability to deepstrike, similar to a SM Drop Pod Assault.
Here's my rendition of an Elysian Special Character
Lt Col. "Grim" Stern: 100pts
WS4 BS4 T3 W3 I3 A3 Ld10 Sv4+ Wargear: Lasgun w/ Auxiliary Krak Grenade Launcher, Laspistol, CCW, Frag/Krak Grenades, and Vox-Caster Special Rules Independent Character Senior Officer He and his attached squad are Stubborn and Fearless Drop Troop Assault, For 10pts per unit, your total Veteran Squads, Platoon Command Squads, Infantry Squads, and Special Weapon Squads can deepstrike. Half of these units can also deep strike on the first turn.

One thing I wanted to do was to have a simple rifleman, no wargear, no rank, just the best damn rifleman in the billions of Imperial soldiers out there. And who better to have that than the Mordians? For his name I was going for a 'John Smith' in German. German friends does it work?
Game-wise you park him in an IG squad where he does extra damage and gets to choose when to stay and when to run.
Mordian - Trooper Hans Schmidt "The Perfect Soldier" 30 points
Trooper Schmidt is an Elite choice for any Imperial guard army. He MUST be attached to an infantry squad where he replaces one ordinary trooper.
Trooper Schmidt comes from an undistinquished background, his family a long line of factory workers who served their time in the Mordian PDF with neither dishonor nor distinction. However from his first day in basic training it was obvious he was something special. He took to drills like he was born to them, he followed orders without question and without failure, he set new records on the firing range and obstical course.
Since entering the Imperial Guard Schmidt had refused all offers of promotion. His record of service has only one blemish, when an ambitious officer transfered him to rear lines for propeganda and recruitment appearances hoping to bask in his reflected glory. However Schmidt soon disappeared. He was found weeks later fighting alongside his old unit.
A bemused Commissar announced he had no choice but to sentence Schmidt to the harshest punishment available. A lifetime of service in combat units, with no hope of transfer. Guardsman Schmidt offered no objections.
WS5 BS5 S3 T3 W2 I5 A2 Ld10 Sv5+
Wargear - Lasgun (see below), CC weapon, frag and krak grenades
Special abilities - Rending, Rifle Drill, Iron Discipline, Quick Retreat
Rifle Drill - Guardsman Schmidt's speed and accuracy with a lasgun are wtihout peer. In his hands the humber weapon becomes S3, AP-, Assault 4 24" Rending.
Iron Discipline - Guardsman Schmidt does not panic and run like a conscript, nor does he linger when victory is impossible like a bezerker. The controlling player may decide if Schmidt and his squad pass or fail any morale checks.
Quick Retreat - Guardsman Schmidt may reroll attempts to escape a sweeping advance.

The Wasteland Death: Simo
When the Orks Invaded Armagadon for the second time, factory work Simo han fought the Orks in the one way he knew how, by takeing a rifle and some food into the wastes and shooting them. As orks started to die in large amounts to one hummie, Warbosses sent Crack Kommando teams to "Kill that git dat be shootin up our boyz without a fight," He killed them all. Over the course of 100 days he killed a tally of 700 orks. Soon the Warbosses would bomb any area he was spotted in. Finnaly he got half his face torn off by a Rok strike.
He was found half dead near a Hive city 5 years later and has since continued to figth the orks in his own special way.
Simo the wasteland Death 70 points
Ws4, Bs4, S3, T3, W3, I3, A3, Ld9, Sv+5
War Gear: Flak armor Frag and Krak grenades, Camo Cloak Las pistol, cc weapon, Sniper rifle (rends on a roll of 5+) (good idea ace)

Cadians serve from cradle to grave each citizen joining the auxilia as a babe in arms and dieing in it unless they transfer to the Shock Troops. While most Auxilia rarely saw action until the 13th crusade they were still sometimes dispatched to otherworlds. Corporal Jones was one of them fighting the Fuzzy Wuzzy Ork tribe on Gordon IV he was then demobbed to return to his butcher's shop. After several years of peace this man was called up with is auxilia again in his late eighties. He served well and was notorious for giving the rest of his squad confidence and discipline in close order drill.
Any Conscript Squad may upgrade one conscript to Corporal Jones (60 pts?)

Wargear Flak Armour, Lasgun and a trusty Bayonet (either counts as Lasgun or Laspistol & CCW chose at the begining of each phase)
They Don't Like it Up 'Em Any Conscript from his squad gets +1WS & I if in base contact with Corporal Jones or another conscript from the squad in base contact with Corporal Jones
Don't Panic Corporal Jones has the Get Back in the Fight order and may give it to any allied squad within 12" (even Astartes don't wan't to be shown up by a senile 80 yr old.)

Tanith First and Only USRs -

Ghost of Tanith - The first, last, and only are all that remains of a world long burned by the fires of Chaos. The Founding cost the Regiment of any armor they where bequethed, as a result the Tanith needed to hone their stealth skills to the extreme to stay alive in the Sabbat Crusade. Any chacter with this rule counts as having Stubborn, and may never embark in transports, but may outflank from any table edge if placed in reserves. In addition, they receive the following items for free:
Tanith Straight Silver - Close Combat Weapon.
Tanith Camo Cloak - Grants Stealth. In addition, Characters that do not move in their movement phase gain a +5 coversave outside of terrain cover.
Hlaine "Mad" Larkin - xxx pts

Larkin is an Elites choice for a Imperial Gaurd Army. He may only be taken in an army that feilds a Commisar Lord as an HQ choice.

Throughout his life, Larkin has suffered from mental disorders and migraines and often form hallucinations, hence his nickname, but after his actions on Gereon he was able to conquer his mental ailements. Larkin has a habit of coining phrases, such as Gaunt's Ghosts. Despite his ticks and nervous disposition, he is the best shot in the regiment and worthy of a place in the segmentum hall of fame. Is 'Try Again' Bragg's best friend. He was one of the Gereon 12.

Special Rules - Master Sniper, "I can always see the truth", Infiltrate, scout, independent character, Ghost of Tanith
Master Sniper - Larkin's skills with a long las are rivaled only by the members of Vindicare Temple. A roll of 6 on a 'To Hit' roll equals instant death (usually by exploded head). Characters with Eternal Warrior, and Monsterous Creatures instead suffer one wound with no armor saves allowed.
"I can always see the truth" - weather its a blessed scope, or just plain madness is anyone's geuss, but Larkin can always find his target in crouds, forests, even within the illusions of psykers. Larkin can choose which models to allocate wounds to. In addition, no cover saves of any kind can be taken against wounds made by Larkin (but armor and invulnerable saves, where appplicable, can).
Nalwood Long Las - Larkin's rifle was made from a tree grown on the long-dead forgotten world of Tanith, he cares for the weapon with a religeous zeal, and out-right refuses the help of Tech-preists with maintenance. Larkin Counts as having a Master Crafted Sniper-rifle with a range of 48". Furthermore, because he exclusively uses Hot-Shot packs with his rifle, any non Rending hit strikes at AP 3
Colonel-Commissar Ibram Gaunt - xxx pts

Gaunt is an HQ choice that may be taken as a Company Commander, or as an Inquisitor Lord. If taken as the former, add his points cost to the cost of the Company Command Squad (Gaunt counts as an upgrade for the commander). If taken as the later, however, he may not buy any options available to the Company Command Squad.

Ghost Maker - Having lived through hell time and time again with the Ghosts, Gaunt will NEVER summiarly exicute a model with the 'Ghost of Tanith' special rule.
Blessed by the Saint - The Emperor indeed Protects, Gaunt and his Ghosts are watched over by the Saint Sabbat and she has ensured many a time that Gaunt prevailed against the forces of chaos. Grants Gaunt Eternal Warrior USR.
Front-Line Commander - Gaunt Can issue 3 Orders a Turn with a Command Radius of 18". In addition to all commands a Company Commander has, Gaunt has access to the Following Special Orders:
"Men of Tanith! Do you want to live forever!?" - Nominate a Squad with the Ghost of Tanith Special Rule. If the Order Passes, the nominated Squad Gains Fleet, Relentless, and Furious Charge until the end of the turn.
'"Hold Fast!" "They're killing us, Sir!" "So kill them back!"' - Nominate a Squad. If the Order Passes the nominated unit gains +1 BS (to a max of 5) and Slow and Purposeful until the end of the turn.
Supreme Aura of Descipline - All units within 18" may use Gaunt's Ld to make tests, exluding Psychic tests.

So that means they have two CCWs basically? All guardsmen get one CCW.

Hmmm I cant remember any regiments off the top of my head, but I have some Character ideas so... here it goes
(note if you need Info on these Characters watch Kelly's Heros)
Corpral Kelly an upgrade for a Veteran sargent in a Veteran squad for 55pts
WS4, BS4, S3, T3, W3, I4, A3, Ld9, Sv5+
Rules: Stubborn(gives unit joined this rule as well), Gunner, Scout, Don't let Those Clods beat us!, They'll just slow us down(the squad may not have any independent character attached to it.)
War Gear: cc weapon las pistol storm bolter, Flak armor, Frag and Krak grenades.

At the start of the game designate one objective (if there are no objectives, this rule has no effect).
If any friendly model besides Kellie's squad controls or contests it while Kellies's squad doesn't, the squad forgos shooting and instead counts as being issued the Move Move Move order and must move towards the designated Objective.

OK I'm back with the next one, this time from the Armaggedon Steel Legion!
I wanted another shooty character who could buff IG heavy weapon squads. Hence the grenade launcher, I figured it was a non-useless ranged weapon but not as over the top as giving him a lascannon or something.
Captai Khrizantema is an elite choice for the Imperial Guard. He must be attached to a Heavy Weapon Squad.
Yuri Khrizantema was just a boy when the Orks first invaded Armaggedon. He was pressed into service as a loader for a gun crew but he quickly learned everything the gun crews had to teach him about hunting Ork tanks. When the Orks returned decades later he returned to service this time as the master instructing the troops under him.
WS3 BS5 S3 T3 W2 I3 A2 Ld9 Sv5+
Wargear - Grenade Launcher, CC weapon, frag and krak grenades, melta bombs
Special abilities - Infiltrate, Stealth, Tank Hunter, Instructor
Tank Hunter - Captain Khrizantema is an expert at destroying armored vehicles, having spent years studying Ork vehicles and the original vehicles they are looted from. Rumor has it he has even been given access to forbidden tomes of the Ordo Xenos to better hone his skills. Any glancing or penetrating hits on a vehicle get a +1 to the results roll.
Instructor - Captian Khrizantema relentlessly drills his crews on choosing the right position, concealing themselves and hitting a target in the right place. His Heavy Weapon Squad also benefits from Infiltrate, Stealth and Tank Hunter.
Neat idea, this. One thing that sticks out to me about the Valhallan Sniper is her Relocate ability. I would change it so that she cannot relocate if engaged in an Assault.
That guy feels more Death korps than steel legion with all of his gunnery rules, I think a senital pilot from the stompa hunters would be more fun example
