I don't have the BR8 in front of me, (I'm at work) but I've been on your side of the fence in the argument. After looking at all the inclusive rules, it's a responsible choice to use the watch-tower in a friendly game, but if a TO doesn't address it pre-tournament anything goes.
Even the language in the buildings rules is relaxed and over the top.
You can draw LOS from any point on the building, and you can draw range from another point on the building and they don't have to be the same point. Which means you can avoid cover if you draw los from top and range from bottom.

Dwellers isn't the only powerful spell, and I don't like having to face a counter to my whole army as opposed to a 400-500pt unit (even though losing my Slann + TG would mean losing about 800pts alone).
Yes, however Slann have some protection against this, it's harder to get off the spells when the slann negates 6's. Final Transmutation is a less effective, but still effective tool to counter this.
If you have two wizards who know it then Becalming Cogitation is all but useless, as the wizard who isn't targeted by it casts it instead. Also, unless i'm mistaken Purple Sun doesn't have a range, so a wizard who is out of Becalming's 24" range can cast away.

1. The only way to have two wizards with the same spell is for one of them to be a lore master. Not all armies even have access to lore master.
2. Vortexes do have a range. As per the rule book, you put the template in B2B with the caster, nominate a direction, and roll the artillery die.
So basically your whole argument doesn't work I'm afraid.

Only thing I see "broken" in 8th ed is:
1 - Terrain rules that get in the way more than make the game interesting. It gets old after a few games where you have to flip the BRB for every piece of terrain.
2 - TLOS that makes a canonball shot more accurate and lethal than any form of shooting.
3 - underpriced template warmachines.
Otherwise it's fine.
About the DE/HE thing, sure, we DE get hatred every single turn against them, which used to be our advantage, but now they get it back as well if our Initiatives are equal or theirs higher. Then again, the only time I've lost against my HE opponent is when I had a pretty unbalanced and experimental list in any case, so it's no big surprise.
Completely agree with you on the cannons and the template warmachines. Not so much on the terrain as it is essentially optional, but I remember a guy in my club with an Empire list that had 2 cannons, 2 mortars, a pretty balanced palette in terms of troops, but then had a Lvl.4 light wizard (he'd combine speed of light with the timewarp spell on units in close combat) and a shadow wizard with the pendulum item that switches stats around in close combat, not to mention he had a staff that could store up unused dispel dice to become power dice (handy against dwarves or anyone who didn't bring wizards) and an arch lector. He was a nightmare to play against, not speaking from personal experience, although I would have dearly wanted to play him, but now we've both left Uni. Given me good ideas for my own Empire army, muahahahahaha.....
