Twin Linked S6 AP3 Large Blast in a normal game (or split it to 2 S9 AP2 Blast or 2 S5 AP4 Large Blast). Space Marines Beware!
In Apocalypse I vote either a Phantom Titan (D-Cannons are brilliant) or a Warlord Titan with a Vortex Missile.

It's gotta be the Vendetta. The Vendetta can transport your opponent's favorite squad- The Melta Vets! Since they are a fast skimmer they can turbo boost for last turn objective goodness. Not only that, but they have three twin linked Lascannons AND only take a fast attack slot!

Heh, oddly the Apoc is probably about the same effectiveness as the Ret, and actually, the Ret is more effective if you are fighting Eldar. The most effective in terms of BFG would be the Emperor (for the Imperials, anyway).
Speaking strictly in terms of 40k and land vehicles, I think the Emperor titan is probably going to be the single most powerful unit, although my favorite would still be the Baneblade and LRBT  .
