Offensive spells are usually meh unless they have good rider effects, such as Denegrah's Crippling Grasp and Parasite, or Stryker's Earthquake. Otherwise, you kind of only really toss them out when you need them. It is also dependent on the caster's FURY or FOC stat, as that sort of makes or breaks the usability of some spells due to the increased chances to hit.

As for the one piece thing, think chess. Your warcaster or warlock is more or less the King. He just also tends to be as powerful as the Queen and you need to be sure to know when and when not to use that piece as much as not to expose it.
