Well for starters, slow down and generate a plan.
Develop an army first, figure out what units you want in your army, how you want them to fight and so on. Once you know what you want in your army come back and develop a plan for each unit you need to convert.
Be ready to think outside the box, "count as" armies usually have to either use less common units and/or get really creative in their interpretation of individual stat blocks.
A few things I've seen and a couple options you might be able to apply:
Straken as a Space Marine Champ
Penal Troopers as Possessed Guardsmen
Rough Riders as Seekers
Sentinels might be able to operate as gun toting greater daemons or Chaos dreads.

This may too far down the imagination rabbit hole but It would be cool to make a guard army paint it slaneesh and use a darkeldar codex and watch the mental gymnastics fly.

Ok i think due to a recent purchase, im going to have to run this as a chaos army, but i dont really want my imperial guard characters to be bad guys. So ive worked a strange plot out for it lol
Now if it can work or not i dont know, what could i run guard as in a chaos army or are they still renagade guardsmen?

In regards to your question about how to model a demonette commissar, check out RSJake's blog:

Hopefully can give you some inspiration, and may some techniques to emulate.
Good luck with you project

If you ran the normal Guard codex, you could make a daemonette, green stuff some clothes on and give her a claw, and use Yarrick rules...? The claw could represent the power klaw Yarrick has, and he's a grumpy old git, and daemonettes are lusty grumpy gits.

In the novel Crimson Tear's there's a Slaaneshi cult army. Its mostly made up of cultists and renegade guard-who wear full brown leather bodysuits (ie Forgeworld Renegade torsos) and ornate lasrifles (Tallaran or Death Korps lasguns)- and led by a parlequin riding sorceress (youknow, bewitching all those young lads to fight for her). There's also a book released by GW that details a series of campaigns, one of which is a Black Crusade led by a Slaaneshi Chaos Lord, which contains a few decent pictures of *human Slaaneshi warlords...ie lots of tight leather. ...Yeah random titbits.^^
