It isn't that Rough Riders are bad, they are pretty decent if you ask me. The problem is that there are better cheaper options available elsewhere in the codex that completely overshadow Rough Riders and many other options available in the codex. Plus no actual models leaves people not really going too much into Rough Riders. So its not that Rough Riders are bad, its just points not being spent on other better stuff that trends to "bother" people.

One of my common opponents often fields rough riders, and as Ork, all I can say is they are extremely useless. Useless up to the point where I entirely ignore them, as even five lootaz can give them a decent beating when getting charged.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.

I like those exoskeletons.

I would take max special weapons in my squadrons and harrass smaller weaker units with them. maybe use meltaguns and then just be a mobile melta deliverance system, Though I favor the counter charge aspect, with less shiny stuff to keep them cheap and expendable
