While I hate their models, I'd say catachan. Sure cadians are great, same goes for the rest. Then again, all they have to deal with is natural and man mad hazards. Poisoned air, extreme cold, extreme heat, and all that jazz.
Catachan grow up on a planet that's actively TRYING to kill them.

Yes, thank-you "intents and purposes" has no precise meaning or use, its general in both use and meaning ("retractable tricycle landing gear" is a term)

Cadians are the most universal, which is an advantage, mainly due to their more logical armour (see bare-chested Catachans for examples of how not to wear your flak-vest) but will never be as good as any of the above (or the other regiments) in their specific role.
Thus, Cadians are the best all-rounders.
(I play Catachans by the way)

Catachan, they get a 5+ from their pecs, all the other regiments have to wear armor to get that.
Honestly though I've got to go with Mordians. Something about fighting in full dress uniform is just awesome. I wish they would come out with some new sculpts for some of the factions that don't start with C.

Another way to judge which planet raises the best regiments is to look at the command systems of the regiments.
Cadian officers are appointed mostly due to their nobility, regardless of experience.
Catachan officers are appointed from the rank and file, and share a deep trust with their Companies.
As for the others i cannot say, as I am relatively ignorant of their command systems.

Agreed, the Mordian would be sweet, but their models are so not sweet.

In Krieg the officers used to be common soldiery but survived long enough to be promoted. They also have the same name as the former.

This is in no way, shape, or form true. There isn't a "Cadian nobility" to start with. Everyone serves in the Cadian Shock or its accompanying Regiments(the Interior Guard, Kasrkin, or Orbital Defense Regiments), and if they're not serving on the frontlines it's because they have an occupation or skills critical to keeping those who serve supplied. More heavily wounded veterans are sometimes pulled from the frontlines and serve as training officers, but aren't retired.
Lord-Castellan Ursukar Creed did not become the Lord-Castellan by virtue of his bloodline. He was an orphan, found in a bombed out Cadian city and having survived for a few weeks at least, when he was 6-7 years old.

So the Catachans can just throw someone the rank of General now? That's a new one...

Seemingly, you're ignorant of the ones you mention as well. Where in the heck is this bit about a "Cadian nobility" coming from? That's the Vostroyan Firstborn's bit.
Anyways, here's my ranking:
"Best" soldiers overall?
It's Cadia, without a doubt. Their forces are trained and expected to operate in every environment imaginable--and succeed. There's a reason that Inquisitors will occasionally have Kasrkin seconded to their employ as bodyguards and assault specialists.
Krieg, Elysia, The Steel Legion, the Tallarn, and the Tanith First come in after the Cadians. They're good soldiers, but they're too highly specialized in most cases to be of any good in a warzone beyond their expertise.
The Catachans, Praetorians, and Mordians come in after those. The Catachans are too individualistic and strong-minded to be effective and good soldiers. Not to mention their specialization makes them useless in any manner where they'll be used outside their field of expertise. The Praetorians and Mordians are in kind of a unique situation. They're good soldiers and unspecialized...but they're too damn stubborn to follow orders properly for the most part.

I can't really speak to the Praetorians, and you're dead on about the Catachan, but there has been nothing I have ever read that would lead me to believe that mordians are too stubborn to follow orders properly, on the contrary everything I've read has said that they are unyielding in their discipline and attentions to detail. Also given that Mordia is Cadia lite (they fight a lot of chaos), and thus almost as experienced at fighting chaos, and very experienced at putting down riots and rebellions of hive gangs. The planet it self is not as fully militarized as Cadia, but I would put it above the catachan.
This chart is just from what I know directly, and is based on value as soldiers (loyalty, attention to detail, followership, drill, adaptability), not as a measure of anything else, not even combat efficacy.
Bad soldiering aside, I really like the Catachan. They are kind of uniquely self possessed, and probably the best Guardsmen on an individual level (seriously built like brick gaks all). Their independence and skill make them really good at jungle and guerrilla warfare, but those are not what commanders normally want out of guardsmen.
Absolute Favorite Regiment: 13th Penal Legion, but they do not come from one planet, they just happen to be criminals that Schaffer finds interesting.

I believe you're referencing the Atillans, They're not Tallarns

While I myself have Mordian Iron Guard, Catachans and Cadian models, I have also converted models for a Fenris IG force from a variety of bits as I thought having some Space Wolf/Viking type of IG force would be pretty dang rad.
