No, you dont assume that - they just cant shoot underneath themselves, if there is a solid floor there they cant shoot it.

If you're shooting tyranids then kill the big bugs; you should be able to deal with the rest when they get to you, however termagaunts with FNP are suddenly a lot harder to deal with....

Anyway. I think "firing over a barrier" on page 22 answers my last question. They should be able to shoot "straight" down though I don't mean through the floor.

In that case the fact youre up a floor will help - orks rely, generally, on getting the charge. being up a building a) means they take a DT test to get to you and b) if youre up 2 floors theyre only going to assault you from a waaagh, in general. This lets you get another road of shooting before charging in.

Can A shoot at B? The lip in front of A is just a ledge of about waist height in case my high-tech diagram is not clear.

Are you sure they are the biggest threat? Shooting the closest unit is not always the best idea.

If they get close enough I won't be able to see them or do we assume that the models closest to their ledge can shoot straight downwards?

And well yeah, if they are in a building on their own of course they are at a risk of having the enemy get too close. That's why you need other units to support them. Usually it's the heavy weapons that stay perched up high so they can get better shots at key targets while the rest of the army deals with the gribblies.

If the target unit is at least half hidden from the point of view of at least half of the firing models (just the models actually shooting, not necessarily the entire unit) then yes, they would receive a cover save.

Yes. It's also sometimes advantageous to hold back due to the current wound allocation procedure.
