I always thought of a lascannon like a Spartan laser from Halo except it would have cool-down instead of warm-up. Also I'd say it's RoF would depend on how its mounted. ex on a vehicle having a greater energy supply and better cooling a lot faster, rather than being hefted around by a Space Marine or Imperial guard heavy weapons team, where it'd have a lesser energy supply and less-than-fantastic cooling er-go slower RoF.

That's more like a lance weapon.
A lascannon would be a "PEW" gun with a recharge period.

Thats closer to the Helllgun actually, but only because its supposed to have a very fast fire rate and pretty much infinite ammo due to the backpack being its power source.

If you take the Dark Heresy lascannon ROF then one shot every 5 seconds, with 5 shots in each laspack.

The reason the hand-moved Lascannon takes so long to recharge is because it's battery is limited by the person carrying it.
On a space ship, Gunship, or a bomber you have much more room for large batteries which means a shorter recharge.
