Nope, you can't ::/ though there IS a technology level that adds to your advantage, so if you have a lot of weapons upgrades you have a better chance of winning.
I hope they do that though if they make a galcivs 3.

As far as 4x games go, I prefer SINS, but this looked interesting. I bought it years ago for $10, might have to install it.

It's a very similar setting, but the gameplay is different as its' very much a real-time strategy game. No designing your own ships, but you do directly command them in battle, for example.
Sins of a Solar Empire is quite popular. Go look for a youtube video of it, it should be easy to find. I find GalCivs makes up for its lack of real-time combat through its diplomatic play, which Sins almost completely lacks even with the recent expansion. The AI in GalCivs is overall better as well. But Sins is still a great game.

Sins is fun but i always got messed up by pirates early in the game which forced me to choose between expanding early or protecting what i had...

I got this game years ago, its a blast to play!! I'm running the trek wars mod on it, basically Star Wars vs Star Trek. Its fantastic, I think i saw a 40k mod for it once.
