Because they are not starter sets, they are Battle forces. Your idea is great for *new* players, but meaningless for established players. As a long time player I already have the rulebook and the codex if I am buying the battle force. I have done my homework long before I even consider buying the battle force. Raising the price to add a codex and mini rulebook pretty much means that the value disappears. I buy battle forces to fill out new armies, but wouldn't bother if they had to cost $30-40 more to include a mini rulebook and codex, because I could then usually buy the included minis cheaper outside of the box.
Assault on Black Reach is the starter set and includes minis and rules to learn and start the game. Why do we need to turn every battle force or army box into a starter set?
