Its the same with taking vox-systmes or not, or the standard. every thing has a place and a use even if the win at all cost players don't like the fluffy options.
Played a game the other day and as expected the heavy armour did most of the work with the bolter boxes (me all heavy bolter chimmies) and the gl vets doing mop up work. The gls scored afew kills and even glanced a dreadnoght silent with BiD before the Hydra finished it off. More than making there points back.
The SM player was not best pleased that he had lost to an odd mech list

I use them when I am running short on points and want to beef up a PCS or platoon blob. I keep my expectations low. The object is to lay wounds. The flashlights suck as this without a large volume of fire. Meltas are great but you are in close range, same with flamers. Plasmas are great except that that are expensive and if you blow yourself up there goes 20 points (guy and gun) or 31 for a stormtrooper. GL are cheap and with Str 6 are going to wound on 2+ for most troops. I have even used them as frag to great effect on a hoard that was bunched up. Their 24" range every time has a bonus over melta and plasma. I have almost always gotten points back or killed something with the GL that I otherwise wouldn't have.

Although they are not the best weapon choice available, their cheap and have a good phycological impact. Despite low strength and AP nobody likes LOTS of blast templates on the same squad.

No, it is not. It might feel that way, but you are NOT "luckier" with GLs than you are with any other weapons. You just aren't.

Firstly, I did a record for my plasma gun on how many shots it can make in 10 games and guess what, out of the 30 shots they shot , the percentage that I roll a 1 for get hot is always 80 percent.

10 games...30 shots? Meaning 3 plasma shots per game, right.
So you have ONE (1) plasma gun in your entire army that shoots once at long range and then......maybe rapid fires once? During a 5-7 turn game?

No need for GLs at all. Plasma guns all the way.
If you get in a position where you plasma guys have been killed by Get's Hot (you'll probably make more saves for this than you think), it means you've been firing them enough to do some damage.

Ever thought 40k would be a lot better with bears?
