Just a little,Guard often field alot of vehicle, chimeras are pretty handy and its perfectly possible to play an aggressive mobile game with them. You can make a Vet heavy army, less numbers but quite effective.

Valks make for a very mobile game with some decent firepower.

Of course for close combat we aren't the best but there are Ogryns and Rough Riders, and even normal guardsmen in large numbers can overwhelm a smaller better unit, especially if the sarge or commisar is wielding power weapons and Commisar Yarrick can be pretty tough too.

To be honest even foot guard can be aggressive, although obviously not as mobile, but still fielding alot, allows you to throw units forward without to much worry about losses! and of course the move move move order is helpfull to get you moving.

I think it depends on how you play them.
