Ive used scouts to great effect, many times. You have to use them correctly though.

Yes, but rail rifles aren't sniper rifles. They don't have the sniper rule for one thing.

Oh yeah, snipers absolutely murder MC. You just need a lot of them.

scout snipers can be very good, that one rare time you get the pin you need for example, the problem isnt the scout snipers though, its the sniper rifle, it would be simple to sort out though, just give the enemy unit -1 to ld for every unsaved wound for the pinning test.

allowing them to target models would be too much though, as then everyone would take snipers over tac squads

My brothers scouts took out a swarmlord in one glorious round of shooting

Yeah, if you want to drop your drop pods in your backfield. Wait, you're a sane person so you don't want to do that. On infiltrating/outflanking scout squads geared for CC, they can be useful. Not on backfield snipers though.

Yes, because BS4 snipers with guns that rend on 5+ and are AP1 on 6+ are obviously the same thing as sniper scouts, especially in incidental evidence.
