No you can't. Every time a planet has fallen to Chaos, GW has made it fairly clear that the members of the Adeptus Arbites went out like champs rather than chumps. Their fortresses are the last bastions of Imperial loyalty, and they do not die easy.

The planet's "local police force"? Yeah, maybe they went over to Chaos. But not the Arbites.


Kanluwen has it right. Whenever Adeptus Arbites are mentioned in insurrections on Imperial Worlds, it's usually that they were the last areas to fall. That's not to say no Adeptus Arbite has ever been corrupted or fallen in some way, but they are on a much better standing in that area than the local police force (which are also referred to as Arbites in some sources, hence the confusion).
