It probably does, but than we get to the whole "is yelling fire in a crowded cinema" protected by freedom of speech? Which isn't because of its ability to incite mass panic and civil unrest and all that stuff, perhaps they believe this is similar as people have been known to kill themsevles over internet bullying? Although would that than be up to the Supreme Court to decide, not a state governemnt?

But if we ban "bullying", what does "bullying" constitute? You could argue that disagreeing with a politician makes him feel bad and is thereby bullying. Really, Internet Bullying may be bad, but unless your mentally unstable it won't hurt you (and mentally unstable people have plenty of problems in addition to Internet Bullying).

This could be a good idea, depending on how they define it. The main issue is that pretty much every single person on the internet has been involved with trolling. I'm not saying that makes it ok, or that it's justified to go out and troll.

I can see it as like drinking; it's alright to have a few beers on occasion, but not to get wasted start a violent rampage.

I agree with you; I remember my elementary school teach actually said, I am not kidding, bullying is not a normal part of growing up. One of my friends also said Everyone goes through it, and we all survive. I don't think that makes it right, but it's not something that the government needs to get involved with.

I've also seen a lot of people who get trolled who actively feed the trolls almost as friends, or as a sort of trolling "game."

Honestly I find cyberbullying to be kind of laughable. We have coddled this generation so much they can not take any C&C even if it dishonest C&C.
