Then, because deep strike moves can't be made normally during the enemy turn, none of the models with normal deep strike who were in deep strike reserve can come in on the enemy turn via PR either. Which means the ability does nothing. The only thing that would be able to use PR would be deathmarks, which already have their own version of it.
Deep Strike counts as movement according to the BGB. Your argument refutes itself.

My argument is that the Veiltek cannot Deepstrike without being able to move normally. Normal movement is a requirement for the wargaer to grant the DS. Being able to move is NOT a requirement for units that have the Deep Strike special rule by themselves (Drop Pods); and in fact the only requirement for a unit with the deep strike special rule is that they be held in reserve and be declared to be deep striking. I do concede that this is a very grey area, and my interpretation isn't the most popular one, but the added requirement to make use of the DS rule is the kicker IMO.
So to reiterate for clarity:
Models with the DS have constant and unlimited access to the DS rule, and can make use of it whenever they are deployed into reserve. Thus they are able to deepstrike when PR activates.
Crypteks with the VoD have limited and specific access to the DS rule, and indeed cannot use it unless they can move normally. Thus they are not able to deepstrike when PR activates.

Ok. I have a better understanding of your position. That being said, you can't deep strike without making a successful reserves roll. Because none of the units arriving via PR have the capability to roll to arrive (as it is not the beginning of their movement phase) they are not fulfilling a required condition of their eligibility to deep strike either, meaning that again, PR will do nothing.

"can choose to enter play....via deepstrike....." That is definitely permission to skip the roll, since units in reserve normally don't have a choice about when they enter play.
