I think you just kind of have to accept that the game 40K plays the way it does because it's a large scale table-top wargame designed for play in a short time frame. The maneuvering and tactics are going to be simple for that reason.

War in 40K is probably fought quite a bit differently in the universe. And in the cases you find fluff and novels where the tactics seem kind of stupid, remember the writers of 40K license fiction, for the most part, don't really know anything about warfare, and are just trying to write exciting action scenes the best way they know how with their limited knowledge.

Marneus Calgar is referred to as "one of the Imperium's greatest tacticians" and he treats the Codex like it's the War Bible. If the Codex is garbage, then how bad is everyone else?

Chenkov would like a word with you about 'stupid' tactics His particular schtick was essentially what won the war on the eastern front in ww2. It is quite well known how well the soviet war machine equipped its soldiers during ww2.

Except unlike in WWII, Chenkovs tactics win wars quicker than would otherwise be possible. I'm fairly sure that had the Soviet forces used superior tactics from the onset, they would in fact have prevailed more quickly. There's also nothing to suggest that Chenkov would repeatedly use the same tactic that had previously failed without results.

The man also leads from the front, so if his tactics were actually that bad, he himself would quickly be killed. As he hasn't, then either his opponents are all incompetent, or he is better than you give him credit for.

Yes, throwing more bodies at a problem is one way to win out. There were those who were implying that it was not very smart to use your greatest advantage (or at least the IGs). Everyone knows that in 40k, the standar lasgun isnt the greatest weapon, but that isnt the IGs thing...they work the same way that a 30 ork strong unit of Boyz works, through strength of numbers.

Chenkov's ability shows that while he may not care about the number lost to win, he, like the best tacticians and leaders, knows how to place his best where its needed.
