Well thats something we need to discuss is what everything will cost. Basic being cheapest and Elites being expensive. But everything still must have a weakness so no God units.

Well I don't know what the problem is. Cthulu hive is a Secret Capital meaning you can produce elite units there (you can't produce elites at a Barracks). Everyone starts of at the same level of strength so follow my template of Basics vs Basics= equal, militia vs Basics= basics win, etc. Then again you can group units together.

like large centipedes or beetles that have hollow compartments.

Alright now we need to work out how the technology tree will work. I say:
Tribal> Bronze age> Iron age> Medieval> Renaissance> Gunpowder> Industrial> Modern> Space Age> Futuristic.

Now lets say you have a univeristy. You get 20 points per turn per university. Once you reach 100 you will reach the next level.

How easy is it to capture a non occupied university?

Now next order of business... the combat itself. How would you like it to work?

I think battles are resolved by the orders from both sides and then be processed by the GM.

Alright for example lets say you gather together an army. You have 10 units of basic melee infantry and a general. You have two choices, you can attack a nearby capital or merely enter that region.

By only entering the region you automatically plunder nearby villages/town. This cripples the defenders economy giving them a money penalty. Now the defenders launch an attack on them, this means they are in even ground, no advantage to either side. If defenders win the attackers must retreat from that region obviously losing alot of units. If defenders lose they retreat back to the capital with same loses the attacker might incur. The attacker gets to stay in the region plundering and what not.

Now lets say the attackers siege a capital. Defenders get a bonus due to walls and such. The attackers must wait one turn before being allowed breach the walls due to necessary construction of siege equipment. However if you have artillery you may attack straight away. If the attackers win they gain the capital (with some damages) and the defenders are completely wiped out. If defenders win the attackers must retreat from the region.

Say you have a general in your army you get bonuses. If you have spies you get siege bonuses. If you have assassins you can kill off generals.

That sounds good.

Also you may wait out a siege, letting the defenders starve. Farming capitals however can last alot longer in a siege.

Yes i know thats the ultimate weakness of my nation.
Thats why we never will attack directly only when there are unoccupied capitals so i don´t need to fight or i will need to use assassins before i can attack the enemy.
